The lakefront and CBD if you want to walk to restaurants and the lake — that puts Eat Streat, the Government Gardens and the main hot pools within a few minutes on foot. The Fenton Street motel strip is better value and still close by car. The lakeside resorts are the choice if you want quiet and a spa and do not mind driving in for dinner.
Many do — private mineral or thermal pools and spa baths are a genuine Rotorua feature and are common across the motels as well as the hotels. It varies property by property, so check the specific listing rather than assuming; some motels have a mineral spa bath in every room.
As early as possible for December to March, Easter, and any school-holiday period, when the city runs close to full and rates rise sharply. Winter midweek is the cheapest and easiest time to book, and the thermal pools are at their best in the cold.
The CBD is, and the main hot pools, gardens and lakefront are all within walking distance of a central hotel. The geothermal parks, the Redwoods and the cultural villages are not — you will need a car, a shuttle, or an operator who includes pick-up.
