Rotorua is the easiest city in New Zealand to entertain children in, because the density of pay-to-play attractions is unusually high and most of them sit within fifteen minutes of the CBD. In the family pools, yes — the big complexes run a lower-temperature family pool specifically for this. Keep children out of the hot adult pools, do not let anyone put their head under geothermal water, and check the operator's stated minimum ages, which apply to the adults-only sections.
Use the free layer — the Redwoods forest trails, Kuirau Park, the lakefront and the lake swimming beaches cost nothing and fill half a day. Then buy one paid attraction rather than three, and look for combo passes, which several of the larger operators run across their own sites.
